WASHINGTON, D.C. – The National Rural Water Association (NRWA), a non-profit organization representing the interests of more than 31,000 water and wastewater utilities nationwide, enthusiastically supports the reintroduction of the Assistance for Rural Water Systems Act of 2025. This bipartisan legislation would provide small and rural systems access to affordable financing options through USDA Rural Development's Water and Environmental Programs (WEP).
"This legislation modernizes the USDA Rural Development's Water and Environmental Programs to better meet the current financial challenges and needs in rural America," said NRWA Chief Executive Officer Matthew Holmes. "These are significant changes with new long-term financing options that will preserve the affordability of services, maintain public health standards, and ensure access to clean drinking water and wastewater services, especially in lower-income and economically distressed communities. NRWA applauds Senators Jeanne Shaheen and Thom Tillis for their leadership and commitment to serve the needs of rural America."
Also included within this legislation are new servicing options and authorities. "Servicing tools don't get the recognition or attention they deserve, but they matter to our members. This legislation creates effective new tools allowing the Agency to restructure existing debt with current borrowers necessary to protect and enhance public health and continue to provide long-term affordable services," Holmes said.
If enacted, this legislation will further enhance economic vitality in rural communities and the long-term successes that USDA water and wastewater investments have produced in rural America. It is important to note that the majority of the current small and rural water utilities in rural America began with financing and assistance through the USDA Farmers Home Administration, now USDA Rural Development. These important new authorities and tools will add to that long continuing success story.
